Local Control Funding Formula (LCFF)
The 2013-14 California State Budget replaced the previous K-12 Revenue Limit finance system with a new Local Control Funding Formula (LCFF). For school districts and charter schools, the LCFF creates base, supplemental, and concentration grants in place of most previous existing K-12 funding streams, including revenue limits and most state categorical programs.
The base grants for all schools and districts are based on grade span (K-3, 4-6, 7-8, 9-12) and average daily attendance (ADA). The previous funding model varied funding by school or district type (charter, elementary, unified, or high school).
The supplemental grant for all schools and districts is equal to 20% of the adjusted base grant for target disadvantaged students. Targeted students are those classified as English-language learners, eligible to receive free or reduced-price meals, foster youth, or any combination of these factors (unduplicated pupil count).
The concentration grant for districts and some charters is equal to 50% of the adjusted base grant for targeted students exceeding 55% of a school's or district's enrollment. Charter schools with significant populations of targeted students located in districts with lower populations of targeted students are limited to the unduplicated pupil count percentage of the district in which they reside.

Local Control Accountability Plan (LCAP)
As part of the LCFF, schools are required to develop, adopt, and annually update a three-year Local Control Accountability Plan (LCAP) beginning on July 1, 2014 using a template adopted by the California State Board of Education (SBE). The LCAP is required to identify goals and measure progress for student subgroups across multiple performance indicators. The LCAP for FRCS is adopted annually by our governing board.
